Charlotte Ann Waters, 93, of Falls Church, Virginia passed away peacefully on Monday, May 9, 2022. She was born and raised in Washington, D.C. and her father owned and operated a successful tobacco shop in Washington, D.C. for many years. Charlotte is predeceased by her husband of 60 years, Johnnie Waters, and her brothers Stanley and Willard Hearn. She is survived by her children Keith, Jeannie, and Colleen, and her son-in-law Ron, and grandsons Brian and Nicholas. Charlotte was an extremely talented artist who specialized in illustrations (including for local law enforcement agencies) and oil paintings and also was an accomplished and versatile musician who enjoyed playing the piano, organ and guitar. She hand colored black and white photographs for several photography studios in Washington, D.C, and she also sang on the radio in the 1940s. For 14 years, she was an executive assistant at the Department of Justice. In more recent years, she volunteered at a local senior center to crochet cotton bandages as part of the “Bandage Brigade” to help leprosy victims in Vietnam, she sewed dolls for children hospitalized at the Virginia Hospital Center, and she performed in a senior tap dancing group. Interment will follow at a later date at Arlington National Cemetery.
